Jay Ortis has served the Social Security Administration in a variety of roles over the course of his career. His experience within the agency has positioned him to guide the agency’s newly restructured Disability Adjudication division. As Acting Chief, Ortis oversees a structure in which multiple stages of the disability claims process are organized under a single umbrella, an effort intended to improve the processing and administration of Social Security disability claims.

Frank Bisignano, Commissioner of Social Security | Social Security Administration

Frank J. Bisignano is a seasoned executive and public sector leader currently serving as the 18th Senate-confirmed Commissioner of the U.S. Social Security Administration (SSA). With more than four decades of leadership experience across financial services, technology, and government, he is widely recognized for driving operational transformation and large-scale organizational change. Prior to entering public service, Bisignano held senior executive roles at several of the world’s leading financial institutions and payment technology companies, where he built a reputation for strategic leadership, operational excellence, and innovation in large, complex organizations.

  • Education & Credentials

Bisignano earned a Bachelor of Science in Finance from Baker University. Over the course of his career, he has also received honorary doctoral degrees from institutions including Howard University, the New York Institute of Technology, St. Thomas Aquinas College, and Syracuse University, recognizing his contributions to business leadership and public service.

  • Recognition & Leadership

Bisignano has been widely recognized for his leadership in both the private and public sectors. He has served on the boards of the National September 11 Memorial & Museum, Mount Sinai Health System, and the Battery Conservancy, and is a member of the Business Roundtable, an association of leading U.S. CEOs. In recognition of his professional achievements and civic leadership, he was inducted into the New Jersey Hall of Fame in 2025.

  • Professional Involvement

Beyond his executive leadership roles, Bisignano has been active in civic and professional organizations focused on economic development, corporate governance, and public service. His work with the National September 11 Memorial & Museum reflects a long-standing commitment to community engagement and national service, particularly following his leadership role in relocating thousands of Citigroup employees displaced after the September 11 attacks.

  • Experience

Bisignano brings more than 40 years of experience in financial services, payments technology, and corporate leadership. He began his career at Shearson Lehman Brothers and later held senior leadership roles at Citigroup, where he served as Chief Administrative Officer. He subsequently joined JPMorgan Chase, rising to Co-Chief Operating Officer and leading the firm’s mortgage banking operations. In 2013, he became Chief Executive Officer of First Data, guiding the payments technology company through a period of growth and transformation before its acquisition by Fiserv, where he later served as President, Chief Operating Officer, and Chief Executive Officer. In 2025, he transitioned to public service after being confirmed by the U.S. Senate as Commissioner of the Social Security Administration, overseeing one of the nation’s largest federal agencies serving more than 70 million Americans.

His experience across different roles within the agency has provided him with familiarity with the disability claims process and positioned him to help guide the agency’s Disability Adjudication division during its current restructuring.
